Employee Compensation during Emergency Closing (Procedure 2.1050)

Purpose

College facilities, or any portion thereof, may be closed due to an impending or existing emergency or any unexpected circumstance deemed to require closure for the protection of life and/or property. The purpose of this procedure is to explain how employees will be compensated for the closure period during an Emergency College Closing.

Definitions

Staged on Campus - Employees who are asked to remain on site until released, and available to work during an emergency closure.

Workweek - The College workweek for non-bargaining unit employees shall begin at 12:00 a.m. Sunday and run for seven (7) consecutive days through 11:59 p.m. Saturday.

Procedure

  1. Compensation Calculations

    Compensation for all employees during the closure period will be calculated as follows:

    1. Full-time Non-Exempt Employees scheduled to work:

      1. All non-exempt employees scheduled to work during the closure period will be paid for their regularly scheduled work hours at one (1) time their regular hourly rate.
      2. Non-exempt employees approved to work during the closure period will be paid as indicated in 1.a. above and they will be paid for their actual hours worked, at one time (1) their regular hourly rate of pay for up to 37.5 hours, and at one and one half (1.5) times their regular rate of pay for hours worked over 37.5 in a workweek.
    2. Full-time Exempt Employees scheduled to work:

      1. All Exempt employees scheduled to work during the closure period will be paid for their regularly scheduled work hours at one (1) time their regular hourly rate.
      2. Exempt employees approved to work during the closure period will be paid as indicated in 2.a. above, and provided compensatory time for actual hours worked.
    3. Full-time Exempt and Non-exempt Employees who were not scheduled to work and not approved to work during the closure:

      1. Full-time employees on approved paid leave status scheduled prior to or during the closure, will be considered “not scheduled for work” for any of the days that coincide with the closure period. Therefore, they are not eligible for emergency pay during the days they are on approved paid leave.
      2. Employees, whether full or part time, scheduled to be out on approved Family Medical Leave (FML) will not have the closure period hours deducted from available FML time.
      3. Full-time employees on State Active Duty or Military Leave and in a College paid status during the closure period, will continue to be paid under the Military leave procedures, not under the Employee Compensation during Emergency Closing procedure.
      4. Full-time employees on any approved unpaid leave status during the closure period will not be paid for the hours the College was closed under the Emergency College Closing procedure.
    4. Part-time employees, including adjuncts, student workers, and Federal Work Study:

      1. Part-time employees scheduled to work during the closure period will be paid for their scheduled hours at their regular hourly rate.
      2. Part-time employees not scheduled to work during the closure period will not be compensated.
      3. Part-time employees approved to work during the closure period, will be paid one (1) time their regular hourly rate, and an additional one (1) time their hourly rate for each hour actually worked. Any hours worked during the closure above 37.5 hours in a workweek will be paid at one and one half (1.5) the regular hourly rate.
    5. Employees “Staged on Campus:”

      1. Exempt employees staged on campus and approved to work during the closure period, will be paid one (1) time their regular hourly rate as indicated in 2.a. above, and in addition one (1) hour of compensatory time for each hour they must remain on campus.
      2. Non-exempt employees staged on campus and approved to work during the closure period, will be paid one (1) time their regular hourly rate as indicated in 1.a. above, in addition, they will receive one (1) time their hourly rate of pay for each hour they must remain on campus during the closure period. Any hours worked during the closure period above 37.5 hours in a workweek will be paid one and one half (1.5) times their regular hourly rate.
  2. Time Reporting

    Within three (3) business days of the end of the closure period, the Payroll Services Department will provide instructions to Time Keepers regarding specific codes to be used for time reporting.
