Discretionary Student Fee Exemptions (Policy 5.041)

Policy

  1. Florida law provides as follows: “Each Florida College System institution is authorized to grant student fee exemptions from all fees adopted by the State Board of Education and the Florida College System institution board of trustees for up to 54 full-time equivalent students or 1 percent of the institution’s total full-time equivalent enrollment, whichever is greater, at each institution.” §1009.25(2), Florida Statutes, 2016.
  2. The exemptions authorized by the statute may be used by the College to exempt fees for students in the following categories subject to the limitations and / or eligibility requirements stated herein:
    1. SSC Student Athletes
      1. Students must meet SSC’s eligibility requirements as well as those of NCJAA (National Junior College Athletic Association) and the FCSAA (Florida College System Activities Association).
    2. International Students (by agreement)
      1. Students or sponsoring institutions appearing on the U.S. Department of the Treasury, Office of Foreign Assets Control (OFAC)’s Specially Designated Nationals List are not eligible.
      2. Exemptions only apply to out-of-state tuition.
    3. Charitable (by agreement)
      1. Organizations appearing on the U.S. Department of the Treasury, Office of Foreign Assets Control (OFAC)’s Specially Designated Nationals List are not eligible.
      2. Sponsoring organization must have a current / valid 501(c)3 designation.
    4. Corporate / Economic Development (by agreement)
      1. Companies appearing on the U.S. Department of the Treasury, Office of Foreign Assets Control (OFAC)’s Specially Designated Nationals List are not eligible.
      2. Must be a Florida corporation in good standing or a foreign organization authorized to conduct business in the state.
      3. Exemptions only apply to out-of-state tuition.
    5. Senior Citizens
      1. Exemptions shall be awarded in accordance with the criteria in section 1009.26(4), Florida Statute.
      2. Exemptions are limited to one credit course per student per semester.
    6. Special Circumstances
      1. At the President’s discretion based upon financial need and/or unusual life circumstances limiting a student’s opportunity to access funds to enroll.
  3. Except as otherwise noted herein, the “fees” exempted pursuant to this policy are as follows: Tuition, Financial Aid Fee, Student Activity Fee, Capital Improvement Fee, Technology Fee and ID Card Fee.
  4. Where required, agreements for exemptions pursuant to this policy shall require Board of Trustees (BOT) approval.  In addition, such agreements shall be subject to annual renewals and shall contain provisions requiring reimbursement should the organization lose its eligibility during its term.
  5. The President shall cause procedures to be developed to implement this policy.
