Zero-Based Budgeting (ZBB) at Seminole State College
Zero-Based Budgeting (ZBB) is a method used to develop an annual operating budget that compliments the planning process and enriches the review and analysis component. The starting point for this model is a “Zero Base,” and every department analyzes its needs and costs, and all expenses are justified. Funding is based on program effectiveness and necessity rather than budget history.
The implementation of this new model will allow the College to address our operating budget deficit and to become more strategic and innovative as we invest in the future.
